“Baron of Braemar” Forum on Artificial Intelligence and Education held at the Senate of Puerto Rico (February, 24, 2026)

The Barony of Braemar and the Senate of Puerto Rico co-organized the “Baron of Braemar” Forum on Artificial Intelligence and Education. Co-chaired by The Much Honoured Ambassador Otto Federico von Feigenblatt of Braemar, Baron of Braemar, and by the Honorable Dr. Angel Toledo, Senator of Puerto Rico, the event was held on the 24th of February at the Senate of Puerto Rico in San Juan. This important event brought together international leaders to discuss policy in relation to education and Artificial Intelligence. Among the many policymakers attending the event, key local leaders included: The Honorable Brenda Perez Soto, Senator and President of the Committee on Education, Arts, and Culture, The Honorable Dr. Beverly Morro Vega, Undersecretary of Academic Affairs, Department of Education of Puerto Rico, The Honorable Dr. Sheykirisabel Cucuta González, Associated Sub-secretary, Department of Education of Puerto Rico, and Dr. Ana E. Cucurella-Adorno, President of the Caribbean University, among many others. International leaders who attended included: Dr. Mathew J. Anderson, President of the Latin American Campus of Keiser University, Dr. Yenny Torres Navarrete, Rector of Universidad Estatal de Quevedo (UTEQ), Dr. Ariel José Romero Fernández, Research Director, Universidad Regional Autonoma de los Andes, inter alia.

The Baron of Braemar delivered the opening keynote lecture focusing on the importance of a human-centered approach to the integration of Artificial Intelligence in education. Dr. Beverly Morro Vega, Undersecretary of Academic Affairs, formally presented the Department of Education’s Guide on Artificial Intelligence. Several discussion panels explored the challenges and opportunities brought about by Artificial Intelligence for developed and developing countries.

The Honorable Senator Dr. Angel Toledo, presented the Baron of Braemar, a formal resolution passed unanimously by the plenum of the Senate, formally recognizing the Baron’s contributions to education. Senator Toledo stressed that the Baron has promoted sustainable education for many years as a diplomat and as a scholar. The Baron of Braemar dedicated this important recognition to his past and present students who give meaning to his career and efforts.

This important event was named in honor of one of the oldest and most prestigious titles of nobility of Great Britain, the Barony of Braemar. Established by Crown Charter in 1530 by King James V of Scotland, the Barony of Braemar is currently held by His Excellency Ambassador Otto Federico von Feigenblatt of Braemar, who on the 14th of November 2025 succeeded to both the title as the lands of the barony, including its caput, Braemar Court. As part of the privileges of the Barony, the Baron is legally entitled to hold a Ceremonial Court and to appoint officers to such Court.

The Baron of Braemar exercised his prerogative by appointing the following officers to the Baronial Court of Braemar during the solemn session at the Senate of Puerto Rico:

• Dr. Rosangela Otero Diaz was appointed Special Envoy for Artificial Intelligence of the Baronial Court of Braemar

• Ms. Tanial Morales was appointed Suitor of the Baronial Court of Braemar

• Dr. Mathew J. Anderson was appointed Suitor of the Baronial Court of Braemar

• Dr. Nancy Rodriguez was appointed Suitor of the Baronial Court of Braemar

• Dr. Byron Oviedo Bayas was appointed Suitor of the Baronial Court of Braemar

The Baron of Braemar also presented several prestigious awards on behalf of the Barony:

• Dr. Ariel José Romero Fernández, 2026 Baron of Braemar Award for Excellence in Research

• Dr. Gustavo Alvarez, 2026 Baron of Braemar Award for Educational Leadership

• Senate of Puerto Rico, 2026 Baron of Braemar Award for Legislative Excellence and Impact

The Much Honoured Ambassador Otto Federico von Feigenblatt of Braemar, Baron of Braemar, formally closed the event by leading a procession out of the Senate with an honor guard which included a bagpiper, a first for the Senate of Puerto Rico.
